Stephen Bates
Behaviour Change Communications Expert
Stephen began to support UK local authorities in the early 00s as they started to introduce new kerbside recycling services. He went on to provide campaigns, communication programmes and outreach initiatives for over 160 Local Authorities, many of which being amongst the most effective ever deployed going on to win awards including the prestigious CIWM Best Communication Campaign. His scope has since expanded to wider fields of societal reform including Biodiversity, Sustainable Transport, Adult Social Care and Regional Economic Development.
Globally, Stephen works in emerging and transitional economic regions supporting donor-funded and internationally financed environmental sector reform. He has worked in over 32 countries having developed regional and national communication strategies including many in some of the most demanding places on earth.
He has recently developed the Communication Strategy for the UN Plastic Waste Partnership and Albania’s first ever national waste awareness strategy which has since been absorbed into national policy.
Although strategically focused, Stephen retains capacity in creative development in the fields of graphic design, photography (he is an accredited member of the Association of Professional Photographers) and film-making enabling him the unique capacity to visually articulate the strategies he develops.
Stephen is the Chair of the Strategic Experts Group for Behaviour Change at the Chartered Institute of Waste Management, Lead Author of The Behaviour Change Hierarchy[1] and contributing Author for the World Bank Publication ‘Bridging the Gap[2]’. Described as dynamic, creative, ambassadorial he is truly a leading expert in his field.
